REMINDER: New HIRD Form Filing DUE by November 30, 2018

 All employers in MA recently received a notice from the MA Department of Revenue (DOR) regarding the new Health Insurance Responsibility Disclosure (HIRD) form, a new state reporting requirement for 2018.  The HIRD form collects employer-level information about your employer-sponsored health insurance (ESI) offerings.  The HIRD reporting is administered by MassHealth and the DOR through the MassTaxConnect (MTC) website.  The information gathered will be used by MassHealth to identify members with qualifying employer sponsored coverage who may be eligible for Premium Assistance programs.

State law requires every employer in MA with six or more employees to annually file the HIRD form.  If you are an employer who currently has (or had) six or more employees in any month during the past 12 months you are required to complete the HIRD form.  An individual is considered to be your employee if you as the employer included such individual in your quarterly wage report to the Department of Unemployment Assistance (DUA) during the past 12 months.

You may complete the HIRD form by logging into your MTC Withholding Tax account and selecting the hyperlink under the account alerts.  The HIRD form is now available to be filled out and must be completed by November 30, 2018.

The employer is responsible for ensuring that the HIRD form is timely filed, but either the employer or a payroll company may file the HIRD form on MTC.  It is the employer’s responsibility to coordinate HIRD reporting in order to ensure that the HIRD form is properly filed.
